Position Title: Budget Analyst,

Job Title: Budget Analyst I

Function: Finance & Accounting

Family: Financial Planning/Analysis

Reports to: Pay Grade: E13

Terms of • 240 days per year. FLSA Classification: Exempt
Employment: • Non-Chapter 21 employment agreement.

  • Salary is in the pay grade E13 on the Exempt
SAISD Compensation Plan.
  • Entry salary is at $56,889.60 with consideration
for directly related experience.

Job Scope
Uses significant independent judgment and familiarity of the field to perform work. May be responsible for
administration of various moderate and high complexity departmental programs and may be the lead a group of
employees. May develop policies and procedures and oversee the implementation and execution of them.

Position Summary
The Budget Analyst is responsible for providing budget and compliance support to district staff for all funds
processed through the relative department.
Essential Functions / Key Responsibilities

1. Prepares budget templates and reports; prepares grant applications, amendments, and compliance
reports.

2. Provides information and guidance to District staff regarding proper use of funds.
3. Provides guidance with the District federal budgets and ensures staffing units are aligned with approved

grant applications to include reconciliations & facilitating payroll changes; provides budget direction and
support as necessary; oversees the monitoring of grant balances and expenditures to ensure timely
utilization of funds and preclude loss of unexpended funds and excess carryover.

4. Prepares and reviews general journal entries.
5. Reviews the accuracy of budgets and adjustments; ensures budget compliance per state and federal

guidelines.
6. Prepares required department reports and requests.
7. Participates in staff development activities that improve job-related skills and professional growth; may

be asked to facilitate training.
8. Prepares monthly TIF expenditure drawdowns and other required Department of Education financial

reports of district policies; compiles, maintains and analyzes financial and budgetary data for all TIF
related departments; provides guidance to District staff on the proper use of TIF funds.

9. Performs other related duties as assigned within the appropriate skill and experience capabilities
expected for this position.

Minimum Requirements

  • Bachelor's degree from an accredited college or university or 4 years equivalent experience.
  • 5 years progressive experience in governmental accounting, finance, or school related business.
  • Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee
(approximately $50.00) paid by the employee.

Preferred Qualifications

  • Master's Degree from an accredited university.
  • 8 or more years progressive experience in related field.
Knowledge, Skills & Abilities
  • Demonstrated knowledge and experience with budget, accounting, payroll, accounts payable, and general
ledger processes.
  • Knowledge of local, state, and federal regulations.
  • Demonstrated knowledge of grant application and reporting process.
  • Ability to analyze and interpret moderately complex data.
  • Ability to determine proper use of funds.
  • Ability to work independently and as a team member.
  • Ability to maintain accurate records and meet deadlines.
  • Excellent written and verbal communication skills.
  • Excellent organizational skills.
  • Knowledge of computer software to develop spreadsheets, perform moderately complex data analysis
and word processing.
  • Demonstrated experience in governmental accounting, finance, or school related business experience.
  • Demonstrated experience with microcomputer systems, data processing procedures, and solid knowledge
of financial software.

Working Conditions
Work Environment:

  • Computer, computer software programs and peripherals, teacher resource materials and
equipment, copier, fax, and other equipment applicable to position.
  • Frequent exposure to temperature extremes (hot and cold), humidity extremes, noise. Occasional
exposure to biological hazards (communicable diseases, bacteria, insects, mold, fungi, etc.

Physical Demands/Requirements:

  • Maintain emotional control under stress; work with frequent interruptions/deadlines and prolonged or
irregular hours; Frequent walking, standing, stooping, bending, pulling and pushing; Occasional: Lifting
and carrying 10-25 pounds frequently, 25-40 pounds occasionally, more than 45 pounds infrequently with
assistance; Pushing/pulling 10-35 pounds sporadically; May be required under specific circumstances to
provide physical restraint of students in danger of causing harm to themselves or others; Frequent
districtwide and occasional statewide travel.
